Minutes of Parish Council Meeting held on 1st October 2019

The Chairman opened the meeting by reminding everyone in attendance the meeting may be filmed, recorded, photographed or otherwise reported and asked if any person present intends to make a video or audio recording of the proceedings.  None

19/054       ANNOUNCEMENTS

The Chairman reminded the meeting of a Finance & General Purposes Committee meeting Tuesday 15th October at 7.30pm when the first draft of the Budget for 2020/2021 will be discussed.

The Chairman stated that work was due to start on number 186 Tonbridge Road at the corner of Red Hill to repair damage to the property.  This was due to start on Friday 4th October and was anticipated would last 11 weeks.

19/057       CRIME REPORT

                   No report received.  From the e-watch site -Bow Road Wednesday 11th September around 6.00pm someone stole a catalytic converter from a vehicle

                   The Minutes having been read were approved by Cllr Marks and seconded by Cllr Burrows and signed as a correct record.

19/060       PLAYING FIELDS OVERFLOW CAR PARK

                   The Chairman stated the Highways Committee had recommended this be deferred to the November Parish Council Meeting.

Finance & General PurposesNo meeting

Planning – Meeting to follow.

Wateringbury Sports & Recreational Association – nothing to report

Village Hall – nothing to report

Parish Partnership Panel – no report

Joint Parish Council Transport Consultative Group – Next meeting 23rd September attached.  Next meeting 26th November

Highways & Transportation – Date of next meeting to be agreed

Speedwatch  – report attached

Allotments – Cllr Fielding and the Clerk met with allotment representative Mrs Cathie Wallis on 24th September.  Some allotments were kept in good condition others were not. Some rubbish left on site did not come from the allotments.  It was agreed to write to those plot holders about the condition of their allotment

Cemetery – Commonwealth War Graves Commission had cleaned the head stone of Kenneth Brooks.  An application would be made for a small plaque to be erected in the cemetery.   Due to rabbit damage an appointment had been made with Evergreen Rabbit Control for a site meeting on Friday 4th October.

19/062       FINANCIAL STATEMENT AND ACCOUNTS FOR PAYMENT

Agreement of the Financial Statement was proposed by Cllr Simons and seconded by Cllr Marks.  All cheques were signed

19/063       PUBLIC DISCUSSION

A member of public referred to the gate from Fields Lane not being locked. It was stated this was locked every morning and every night.  Councillors were asked not to repair the track as in its present state it slowed vehicles and motorbikes down and if repaired it would make the problem of speeding traffic worse.  It was also reported the waste bins in the car park had not been emptied

It was stated the police had visited the school on the 17th September to talk on the dangers of drugs, and how it was important to make people away of the affect taking drugs had on people’s lives.

The Clerk was thanked for arranging for Kenneth Brooks headstone to be  cleaned.  Some of the cat’s eyes on the Tonbridge Road near Canon Lane were missing. The waste bin in Canon Lane had not been emptied.

The Wateringbury Traffic Group Facebook page had a spreadsheet where people could report incidents.  A car in Fields Lane without tax or insurance had been reported.

 

There being no further business the Chairman closed the meeting at  approximately 8.20pm
