21/084 REPORT FROM COUNTY COUNCILLOR & BOROUGH COUNCILLOR
Cllr Hudson’s report attached. Cllr Hudson gave details of village organisations that had benefitted from her Members Discretionary Fund.
Wateringbury Football Club £1000 for equipment. Wateringbury Cubs £500 for equipment.Teston & Wateringbuy pre school £2000 for outside all weather space. Wateringbury Church £1400 for a defibrillator. Wateringbury Guides £1500 for camping equipment. £250 to Citizens advice
21/085 CRIME REPORT
Bow Terrace Friday 21st January Somebody threw eggs and unknown white substance over a vehicle parked in the road
Bow Road Tuesday 25th January between 17.00 and 21.00 Somebody stole a puppy from a pen in a residential back garden
The Chairman had contacted the PCSO but there was no update on any speed checks.

21/088 MINUTES OF HIGHWAYS & TRANSPORTATION COMMITTEE MEETING HELD ON 18TH JANUARY 2022

21/089 MATTERS ARISING FROM MINUTES OF HIGHWAYS & TRANSPORTATION COMMITTEE MEETING 18th JANUARY 2022
The Chairman confirmed the Charles & Associates Design Report and the Highway Improvement Plan had been forwarded to KCC. These to go on the website.
21/090 REPORTS FROM COMMITTEES AND OTHER BODIES
Speedwatch – Speedwatch report had been circulated
Cllr Simons had had a meeting with John Ibbs on the overflow car park being used to store goal posts making grass cutting difficult. It was agreed the 4 small goal posts could remain. Our ground contactor, James Woolley, would be asked to advise when first cut was due so area could be cleared.
21/091 NEW PLAY AREA
Cllr Tripp referred to the proposal to move the lower play area up and adjacent to the top play area. Cllr Tripp and Cllr Fielding had a meeting on the 20th January with Safeplay to discuss the relocation.
Safeplay had confirmed the possible relocation of some equipment. It was possible to move the existing metal fencing to the new area. Any new wooden equipment would have a 25 year guarantee. Safeplay are the only company that could carry out refurbishments. There would be a possible of cost of around £50,000
21/092 RESOLUTION – To authorize Cllr Frances Fielding and Cllr Richard Tripp to approach charities and other potential sources of monies on behalf of Wateringbury Parish Council to fund a new play area.
The Resolution as proposed by Cllr Owen and seconded by Cllr Simons. All Councillors voted in favour. The Resolution was carried
21/093 FINANCIAL STATEMENT AND CHEQUES FOR PAYMENT
The Financial Statement was approved by Cllr Simons and seconded by Cllr Owen and all cheques were signed.
21/094 ACCESS TO MEETINGS
There was a question as to access for the disabled when meetings were held upstairs in the hall. Consider possible change of meeting date so main hall could be used
21/095 PUBLIC DISCUSSION
A resident expressed disappointment that the proposal in the report to seek a 20mph zone ending at Lodge Close but not extended to Old Road as had been suggested at a previous meeting. It was stated that although the report and the Highway Improvement Plan were matched there could be some flexibility when dealing with KCC A member of the public was concerned that residents on Tonbridge Road had not been consulted on a mobile phone mast to go up at the crossroads. Cllr Marks had previously stated the land at the proposed site was owned by KCC and a Conservation Area. Central Government had changed the rules so planning permission was not required for these masts unless it was in an Area of Outstanding National Beauty.
Cllr Hudson said she was in talks with TMBC over issues raised by residents
A resident asked about Pelican Court and if it was to be used. Cllr Hudson said the building was on the open market. It was possible it could be used as temporary accommodation for families.
It was confirmed there would be a fete on the 19th June which was in the process of being organised
