Minutes of Parish Council Meeting held on 5th November 2019

The Chairman opened the meeting by reminding everyone in attendance the meeting may be filmed, recorded, photographed or otherwise reported and asked if any person present intends to make a video or audio recording of the proceedings.  None

19/066       ANNOUNCEMENTS

Remembrance Sunday 10th November – Cllr Marks will lay a wreath on behalf of the Council

The Chairman reminded the meeting of a Finance & General Purposes Committee meeting Tuesday 19th November at 7.30pm when the first draft of the Budget for 2020/2021 will be discussed.  Also, the Highways & Transportation Committee meeting on Tuesday 26th November at 7.00pm

The Chairman will attend the Kent Association of Local Councils AGM on 30th November.  Speakers – Tracey Crouch MP and David Astley OBE Chairman of SECamb NHS Foundation Trust.

19/067        REPORT FROM COUNTY COUNCILLOR

Cllr Balfour stated Roger Gough had been elected Chairman of KCC  after Paul Carter had stepped down after many years as leader.  Cllr Balfour had been appointed Deputy Cabinet Member for Corporate & Traded Services.  Cllr Balfour referred to a meeting arranged with the Parish Council and KCC on the 7th November to discuss the crossroads proposals  and apologised he was unable to attend.

19/070       MINUTES OF PARISH COUNCIL MEETING 1st OCTOBER 2019

 The Minutes having been read were approved by Cllr Marks and seconded by Cllr Fielding and signed as a correct record.

19/071       MATTERS ARISING FROM MINUTES OF 1st OCTOBER 2019

19/072       REPORTS FROM COMMITTEES AND OTHER BODIES

Finance & General PurposesNext meeting 19th November. Councillors considered the quote from Evergreen Rabbit Control to treat the rabbits in the cemetery at £570 plus VAT.  A proposal to accept the quote was made by Cllr Wells and seconded by Cllr Fielding.  This was agreed

A Quote had been received from Maidstone Signs for 2 new warning signs on the track to the playing fields at £146 pus VAT. Cllr Marks proposed acceptance of the quote and this was seconded by Cllr Fielding.  This was agreed

Details of a Tree Charter had been received from NALC   The Woodland Trust were offering free trees for delivery around March 2020. It was agreed to put this forward to the next meeting.

Planning – Meeting to follow.

Tonbridge & Malling Area Committee of KALC_– Next meeting 5th December

Parish Partnership Panel – next meeting 14th November

Joint Parish Council Transport Consultative Group – Next meeting  28th November

Highways & Transportation – next meeting 26th November

Speedwatch  – report attached

Allotments –  letters had gone out to 7 holders whose plots have been neglected. 3 were carrying on, 2 had become vacant and 2 had not replied. The gate had had previous repairs but had no dropped and gate would need replacing at some time.

Cemetery – An application for a commemorative plaque had gone to the Commonwealth War Graves Commission.  Could take up to 12 months.

Joint Flood Group – Nothing to report

19/073       FINANCIAL STATEMENT AND ACCOUNTS FOR PAYMENT

Agreement of the Financial Statement was proposed by Cllr Wells and seconded by Cllr Marks.  All cheques were signed

19/074       PUBLIC DISCUSSION

A member of public referred to the new development in The Orpines and felt there wouldn’t be enough parking spaces allocated for the new residents.  Cllr Marks said this was something that had been raised early in the development.

Overgrown vegetation was reported along the fence line in Glebe Meadow

It was suggested that the Glebe Meadow land could be registered with  Fields in Trust

It was suggested the Parish Council make an allowance in their forthcoming  budget for traffic calming – say £10,000

It was agreed Cllr Hudson could attend the meeting with KCC on the 7th November as an observer               

 

 There being no further business the Chairman closed the meeting at  8.45pm
