Minutes of Parish Council Meeting
Tuesday 4th January 2022 7.30pm

The Chairman opened the meeting by reminding everyone in attendance the meeting may be filmed, recorded, photographed or otherwise reported and asked if anyone present intends to make a video or audio recording of the proceeding – None

21/070       APOLOGIES FOR ABSENCE

                   Cllr Wells & Cllr Hudson (Cllr Hudson joined later in the meeting)

21/071       DECLARATIONS OF INTEREST/DISPENSATIONS

                   None

21/072       ANNOUNCEMENTS
The new Swing Scales were in place.

21/073       REPORT FROM COUNTY COUNCILLOR & BOROUGH COUNCILLOR

Cllr Hudson was not present.

21/074       CRIME REPORT

The Chairman confirmed our PCSO Josh Vincent had carried out two speed checks in the village on the 23rd & 24th December.  Details had been circulated.

21/075       MINUTES OF PARISH COUNCIL MEETING HELD ON 7TH DECEMBER 2021 TO BE APPROVED FOR ACCURACY

                   The Minutes having been read were approved by Cllr Marks and seconded by Cllr Fielding –  The Minutes were signed as a correct record.

21/076       MATTERS ARISING FROM MINUTES OF PARISH COUNCIL MEETING HELD ON 7th DECEMBER 2021

                   Confirmation had been sent to Safeplay to carry out replacement decaying timbers on the play equipment

The Chairman said other parishes had submitted their Highway Improvement Plans and some of their requests had been actioned. Council needed to progress with their plan. After discussion it was agreed to have a Highways meeting on the 18th January.

Cllr Fielding confirmed she and Cllr Tripp would look at 3 contractors to progress with a new play area.

21/077       BUDGET 2022-2023

                   Councillors had copies of the budget and after discussion it was agreed all the figures were necessary and no other savings could be made.  Agreement of the Budget was proposed by Cllr Tripp and seconded by Cllr Simons and all Councillors voted in favour. (Precept £105,321.05)           

21/078       REPORTS FROM COMMITTEES AND OTHER BODIES

                   Speedwatch –  Speedwatch report had been circulated

21/079       FINANCIAL STATEMENT AND CHEQUES FOR PAYMENT

                   The Financial Statement was approved by Cllr Marks and seconded by Cllr Owen and all cheques were signed.

The Chairman adjourned the meeting at 8.06pm and opened the Planning Committee meeting which closed at 8.09pm

 

The Chairman reopened the Parish Council meeting at 8.10pm

 

21/080       PUBLIC DISCUSSION

                   A member of the public was concerned that residents on Tonbridge Road had not been consulted on a mobile phone mast to go up at the crossroads.  Cllr Marks stated the land at the proposed site was owned by KCC and a Conservation Area.

Central Government had changed the rules so planning permission was not required for these masts unless it was in an Area of Outstanding National Beauty.

It was confirmed there would now be a fete on the 19th June which was in the process of being organised

There being no further business the Chairman closed the main meeting at 8.18pm

Members of the public were asked to leave the meeting

Vacancy for Village Warden

After discussion it was agreed to make some changes to the Duties of the Warden.  These changes to be discussed and agreed.

An advertisement would go in the February Rostrum magazine.
