Minutes of Parish Council Meeting held on 5th March 2019

The Chairman opened the meeting by reminding everyone in attendance the meeting may be filmed, recorded, photographed or otherwise reported and asked if any person present intends to make a video or audio recording of the proceedings.  None

18/119       DECLARATIONS OF INTEREST/DISPENSATIONS

18/120       ANNOUNCEMENTS

The Chairman reported that Tonbridge & Malling Borough Council have submitted their Local Plan to the Secretary of State and have been formerly notified of two Planning Inspectors, Simon Berkley & Luke Flemming for the examination to take place later this year.

Cllr Balfour was not present

18/122       REPORT FROM BOROUGH COUNCILLOR

Cllr Jessel was not present

18/123       CRIME REPORT

PCSO Wendy Stanley was not present – report attached.

There were no reports for November, December or January on the

Kent Police website.  Wendy Stanley is to cover a wider area. Recent

incidents at Drayhorse Meadow had been reported

18/124       MINUTES OF MEETING HELD ON 5TH FEBRUARY 2019 TO BE APPROVED FOR ACCURACY

The Minutes having been read and approved were proposed by Cllr Marks and seconded by Cllr Stones and signed as a correct record. 

18/125       MATTERS ARISING FROM MINUTES OF MEETING HELD ON 5th FEBRUARY 2019

18/113 – New Locks for the playing field gates had been received and fitted

18/115 – Tree Inspection – Liz Guthrie the Borough Council’s Tree officer had was unable to carry out any inspection of trees due to workload. The Clerk was asked to seek quotes

 8/126       REPORTS FROM COMMITTEES AND REPRESENTATIVES ON OTHER BODIES

Finance & General PurposesNo meeting   The Chairman, Cllr Marks & Cllr Stones had a site meeting with Birkby Construction and a quote was awaited for repairs to the track leading to the playing fields

The Chairman had had a site meeting with Jacksons Fencing as the gates at the top play area were not shutting properly and the fencing posts on all three gates need re-alignment.  Jacksons quote received was for £789.85.  After discussion this was agreed

An email had been received from Ted Bates regarding the Tom Smith Memorial in the cemetery. Tom Smith was a World War 1 soldier who died in 1920 at Fox Pitt Hospital Chatham. It is not a registered war grave but Terry Bird had given £150 to Rostrum Village Amenities Fund to refurbish the grave which it was hoped would be done by the centenary of his death in 2020.  It would be necessary to see if there were any descendants to seek permission.  Councillors were in favour of supporting this and it would be necessary to check any regulations first.

An email had been received from Stephen Norman re ‘The Farleighs’ website asking for a link to the Parish Council website.  Councillors were supportive of this and Cllr Roe would have a look at the Council website.

Bank Signatories – it was agreed that Cllr Roe be added as a signatory to the Council’s bank account.

Planning – Meeting to follow

Wateringbury Sports & Recreational Association – nothing to report

Village Hall – The recent quiz night was very successful

Tonbridge & Malling Area Committee of KALC_– nothing to report

Parish Partnership Panel – Minutes of meeting 7th February attached

Joint Parish Council Transport Consultative Group – Next meeting 5th March – Chairman unable to attend as same night as meeting

Kent Community Rail Partnership – no representative

Highways & Transportation-Speedwatch  –  Minutes of meeting 26th  February attached. Cllr Roe reported that Councillors had had a meeting with KCC regarding the crossroad alterations.  This was still ongoing with talks with the utility companies yet to be finalised.

Future H & T meetings would be bimonthly.  It was agreed to proceed with SID

It was suggested a letter go to Jenners asking if the fields next to the The Orpines was being used for parking.

Speedwatch Report attached

Allotments – Invoices would go out this month

Cemetery – The water tap was not working and it was agreed to get a plumber to look at it.

Joint Flood Group – nothing to report

18/127       FINANCIAL STATEMENT AND ACCOUNTS FOR PAYMENT

Agreement of the Financial Statement was proposed by Cllr Stones and seconded by Cllr Roe   All cheques were signed

18/128       PUBLIC DISCUSSION

It was reported the streetlight outside The Stables in Canon Lane did not come on properly.  This would be reported.

The subject of double yellow lines in The Orpines was raised.  The Chairman stated the Parish Council had not been officially asked to be involved.

 

There being no further business the Chairman thanked everyone for coming and closed the meeting at 8.35pm
