Minutes of Parish Council Meeting held on 5th December 2017

The Chairman opened the meeting by reminding everyone in attendance the meeting may be filmed, recorded, photographed or otherwise reported and asked if any person present intends to make a video or audio recording of the proceedings.  None

17/080       ELECTION OF VICE CHAIRMAN

                   There was one nomination Cllr M Wells. All councillors voted in favour.

Cllr Wells was duly elected Vice Chairman

The Chairman announced that due to the New Year holidays the next meeting would be on the 9th January

17/085       MINUTES OF PARISH COUNCIL MEETING HELD On 7th NOVEMBER 2017 TO BE APPROVED FOR ACCURACY

The Minutes having been read were approved by Cllr Wells, seconded by Cllr Talbert and signed as a correct record

17/086       MATTERS ARISING FROM MINUTES OF MEETING HELD ON 7th NOVEMBER 2017

17/071 – Insurance on pavilion – Nothing to report

17/071 – Parish Charter – final draft to go forward to the Parish Partnership Panel for approval

17/073 – Car Park – due to further information requested from Tonbridge & Malling Borough Council a meeting had not been arranged with the village hall Trustees.  It was agreed Council should establish from Tonbridge & Malling Borough Council what input the Parish Council would have in any discussions on the car park

 

17/087       REPORTS FROM COMMITTEES AND REPRESENTATIVES ON OTHER BODIES

Finance & General Purposes No meeting  Playdale Playgrounds had carried out repairs to play equipment. Their engineer reported the Aerial Runway spring and spring stop insert needed replacing as soon as possible.  The cost would be £338.34.  All Councillors agreed, for safety, this work should be put in hand.  Cllr Fielding proposed the quote be agreed and this was seconded by Cllr Wells.

The Chairman reported that part of the fencing along the playing field was leaning over the track, and he had identified at about 4 rotten posts that needed replacing. It was agreed to ask Terry Smith to deal with this.

Planning – meeting to follow

Wateringbury Sports & Recreational Association   –  Nothing to report.

Village Hall – Nothing to report

Tonbridge & Malling Area Committee of KALC_– nothing to report

Parish Partnership Panel – Cllr Wells’ report attached

Kent Community Rail Partnership – nothing to report

Highways & Transportation-Speedwatch  – No meeting

Speedwatch report attached.

Allotments –  nothing to report

Cemetery – The privet and lime trees had been cut back. Since the hedge had been removed and replaced with fencing amounts of fly tipping had been greatly reduced.

Village Warden – Nothing to report

Joint Flood Group – Cllr Fielding confirmed there were 6 properties in Wateringbury to be monitored.

 

17/088       FINANCIAL STATEMENT AND ACCOUNTS FOR PAYMENT

Agreement of the Financial Statement was proposed by Cllr Wells and seconded by Cllr Fielding  All cheques were signed.

17/089       PUBLIC DISCUSSION

A resident at 15a The Orpines listed the problems caused by the contractor demolishing Greensted which had caused distress to him and his wife who was partially sighted.  The press had been alerted.

The Chairman stated the Parish Council would do all it could to support him.  It was suggested the resident contact his MP Tom Tugenhat

Another resident of Teston also complained about the contractor using strong lights in the early hours of the morning.

Mr Michael Williams said the Friends of Wateringbury would clear the leaves at the bus stop in Bow Road. He also said there were a number of pine leaves on the pavement near the zebra crossing on Tonbridge Road.

Mrs Christine Byron asked if there was any further report from Cllr Balfour about the welfare of residents of Pelican Court.  There had been nothing further.

Mrs Byron thanked the Parish Council for all their help and hard work and wished them a Happy Christmas.  The Chairman thanked Mrs Byron

 

The Chairman wished everyone a happy Christmas and closed the meeting at 9.05pm
