Minutes of Parish Council Meeting held on Tuesday 4th October 2016

7.30pm Wateringbury Village Hall

The Chairman opened the meeting by reminding everyone in attendance the meeting may be filmed, recorded, photographed or otherwise reported and asked if any person present intended to make a video or audio recording of the proceedings.  None

16/055       DECLARATIONS OF INTEREST/DISPENSATIONS

 None

16/056       ANNOUNCEMENTS

The Chairman reminded everyone of the Remembrance Day Service at the church on Sunday 13th November.  Mike Pursey had agreed to read the Roll of Honour again this year.  The Chairman thanked Mr Pursey. A wreath would be laid by the Council.

The Finance & General Purposes Committee meeting would be on Wednesday 23rd November at 7.30pm

16/057       REPORT FROM COUNTY COUNCILLOR

Cllr Balfour reported a problem with the sensors under the road at the traffic lights and it would need the road to come up for repairs.  Also he referred to the problems on the Tonbridge Road at Pizien Well Road.  Kent Highways planned to realign the road and possibly put up Speed Indicator signs. The Highways Agency was looking at plans to develop smaller lorry parks in West Kent and to organise a round table consultation.

Cllr Cayzer referred to the new traffic lights in Hermitage Lane stating these were causing long traffic tailbacks.

Cllr Balfour said the Maidstone Borough Council had opened its Local Plan that day.  The highway network needed improving with extra housing, but there were no plans to mitigate associated problems with the additional housing.

Cllr Balfour was told of problems with the kerbs stones outside Gransden in Tonbridge Road which were all blocked up with weeds and causing flooding.

The Chairman thanked Cllr Balfour who left the meeting at 7.47pm

Crime report attached which had been taken from Kent Police website.

16/060       MINUTES OF PARISH COUNCIL MEETING HELD ON 6th SEPTEMBER 2016 TO BE APPROVED FOR ACCURACY

The Minutes having been read were approved by Cllr Cayzer and seconded by Cllr Talbert

16/061       MATTERS ARISING FROM MINUTES OF MEETING HELD ON 5th JULY 2016

16/062       STANDING ORDERS – AMENDMENT TO SECTIONS 46 & 47 ADJOURNED FROM LAST MEETING

Section 46 –  At the start of every meeting the Chairman shall remind everyone in attendance that the meeting may be filmed, recorded, photographed or otherwise reported about, and ask if any person present intends to make a video or audio recording of the proceedings.

Section 47  – If any member of the public disrupts the meeting or obstructs the transaction of business the Chairman may, after warning, order he be removed from the meeting and may adjourn the meeting for such a period as is necessary to restore order.

There was one amendment to Section 47  – ‘he’ be removed replaced with ‘they’ be removed

All Councillors voted in favour of the amendments

16/063       PROPOSED CONSTITUENCEY BOUNDARY CHANGES

The Chairman stated that under the proposed boundary changes by the Boundary Commission Wateringbury constituency would become Chatham & The Mallings.  Councillors agreed the Parish Council should comment on this proposal. The Chairman said draft comments would be agreed at the November meeting

16/064       REPORTS FROM COMMITTEES AND REPRESENTATIVES ON OTHER BODIES

Finance & General Purposes – No Meeting.   Councillors had copies of the Annual Return signed off by the auditors PFK Littlejohn LLP with comments. Nothing raised.

Councillors had a copy of the letter from Tonbridge & Malling Borough Council about funding arrangements with Parish Councils with a recommendation to go to Cabinet that all funding arrangements cease as from 2017/2018.  The Chairman said this would mean a loss of approximately £12,000 income per year to the parish.  This would affect the Precept.

Cllr Stones reported on a meeting held with the tenants of Drayhorse Meadow with Cllr Cayzer, Cllr Evans and the Clerk.  The site was found to be in good order.  Cllr Stones would check with John Ibbs to establish of the CCTV on the pavilion covered any part of  Drayhorse Meadow.

A suggestion was put to Councillors for a donation of £50 to be sent to The Heart of Kent Hospice in respect of the late Vera Thompsett.  This was proposed by Cllr Cayzer and seconded by Cllr Talbert.  All Councillors voted in favour. (A cheque was drawn and signed at the meeting)

Planning – There would be no planning meeting as no plans had been received

Wateringbury Sports & Recreational Association   – nothing to report

Village Hall –  nothing to report

Tonbridge & Malling Area Committee of KALC_- No report

Parish Partnership Panel – nothing to report

Kent Community Rail Partnership – nothing to report

Highways & Transportation-Speedwatch –   Speedwatch report attached.

The Chairman referred to a letter from the PSCO commending the Speedwatch team on their results.  The Chairman congratulated the team and it was agreed a copy of the letter should appear in the Rostrum parish magazine     

Volunteer Support Warden –  Nothing  to report

Allotments – As Cllr Evans was not present there was no report on and allotment inspection.  The response to Allotment Watch had been poor with only one allotment holder in favour and one other saying they used the communal tools or brought and took home their own

Village Warden –   Following John Ibbs’ last report he had requested and additional waste bin in the play area. The existing bins were unable to cope.

Tonbridge & Malling Borough Council could supply and install a new bin for approximately £228.  Cllr Cayzer proposed a new bin be ordered and this was seconded by Cllr Talbert.  All Councillors voted in favour.

16/065       FINANCIAL STATEMENTS AND ACCOUNTS FOR PAYMENT

Agreement of the Financial Statement was proposed by Cllr Talbert and seconded by Cllr Stones   All cheques were signed

16/066       PUBLIC DISCUSSION

Mrs Pat Jolly reported that one of the cast iron manhole covers outside the car showroom in Bow Road was missing.  The site had been cordoned off with barriers for about three weeks.

The Chairman said he had received a call from the Police on the previous Sunday about a seat being found upside down and amounts of broken glass. The Chairman assumed this referred to the playing fields but on inspection he was unable to find any sign of this.

Mrs Sarah Hudson asked as there were a number of Councillors absent did the Council have a quorum. It was stated the quorum was 3 Councillors present.
