Minutes of Parish Council Meeting held on 2nd July 2019

7.30pm Wateringbury Village Hall

The Chairman opened the meeting by reminding everyone in attendance the meeting may be filmed, recorded, photographed or otherwise reported and asked if any person present intends to make a video or audio recording of the proceedings.  None

19/027       APOLOGIES FOR ABSCENCE

19/029       ANNOUNCEMENTS

The Chairman reminded the meeting there would be no Council meeting in August.  The next meeting is on 3rd September.  There had been a delay in repairing the overhang on the building at the corner of Red Hill due to traffic management issues

The Minutes having been read were approved by Cllr Burrows and seconded by Cllr Fielding and signed as a correct record.

19/035       MATTERS ARISING FROM MINUTES OF 4TH JUNE 2019

19/036       REPORTS FROM COMMITTEES AND OTHER BODIES

Finance & General PurposesNo meeting  Two contractors Birkby Construction and Hooper & Son were asked to supply 2 quotes each for work on the track to the playing field.  These were not complete, and it was agreed to put this forward to the September meeting

Planning – Meeting to follow.

Wateringbury Sports & Recreational Association – Councillors had been requested to attend an information meeting with Mark Golding to discuss proposals for a new pavilion.  It was agreed to arrange a meeting during the week commencing 29th July

Village Hall – nothing to report

Tonbridge & Malling Area Committee of KALC_– Minutes of a previous meeting had already been circulated.

Parish Partnership Panel – Minutes of 13th June had been circulated. Next meeting in September

Joint Parish Council Transport Consultative Group – Meeting of 20th June was cancelled

Kent Community Rail Partnership – Next meeting October

Highways & Transportation-Speedwatch  – The next meeting 24th September 7pm  Speedwatch – report attached

Allotments – An inspection to be arranged for September

Cemetery – nothing to report

Joint Flood Group – Nothing to report 

19/037       FINANCIAL STATEMENT AND ACCOUNTS FOR PAYMENT

Agreement of the Financial Statement was proposed by Cllr Tripp and seconded by Cllr Fielding.  All cheques were signed

19/038       PUBLIC DISCUSSION

Overgrown vegetation in Fields Lane was raised, weeds between The Brucks & Cobbs Close only partly cleared, rubbish at the back of the bus stop in Bow Road and overflowing waste bin on the footpath along the river from  the station to Teston.  Needles had been seen on the footpath from The Brucks to Leney Road

 

PART TWO

19/039       PRIVATE SESSION

Members of the public and press were asked to leave.

The Chairman referred to the problems experienced by Borough Green Parish Council.  Their Clerk had been taken seriously ill and no Councillor could access any records as the council’s computer was voice activated

In the event the same situation could not arise the Chairman and Vice Chairman had been given details of access, passwords etc., to be held privately and used only in case of an emergency  The Clerk did confirm        that all access and passwords were also kept in a book and/or on the desk top of the laptop.   It was suggested that a written contingency plan be drawn up.  It was agreed that Cllr Burrows work with the Clerk to update various documents on Google Drive

 

There being no further business the Chairman closed the meeting at 9.30pm
