15/088 APOLOGIES FOR ABSENCE
Apologies received from Councillors Marks, Talbert, Tripp, Balfour & Jessel
15/089 CO-OPTION OF MR JOHN EVANS AS A MEMBER OF THE PARISH COUNCIL
The Chairman proposed the co-option of Mr Evans. All Councillors voted in favour. Mr Evans took his seat with Councillors and signed the Declaration of Acceptance of Office

15/091 ANNOUNCEMENTS
The Chairman confirmed The Mill Pond is now on the Borough Council’s Community assets list and the owner/owners would be advised.

Cllr Balfour was not present

No report received
15/095 BUDGET 2016/2017
Councillors were asked to consider if an additional ‘one off’ £40,000 should go on the budget to cover a new surface for the play area taking into account that from 2017/18 the Financial Arrangement monies received from Tonbridge & Malling Borough Council were to be reviewed which would mean losing all or part of the fund. After discussion all Councillors voted in favour. It was therefore resolved that £40,000 be added to the budget.
15/096 MINUTES OF PARISH MEETING HELD ON 1ST DECEMBER 2015 TO BE APPROVED FOR ACCURACY
Approval of Minutes was put by Cllr Stones and seconded by Cllr Mrs Moreland.

Page 28 15/079 – Plans had been received from Croudace Homes
Page 29 15/083 – Playdale had inspected decaying wood supports at the play area and as all supports were guaranteed for 20 years these would be replaced. One item of equipment (Cross Scales) was supplied by Timberplay and work could not commence until they had inspected and reported back to Playdale.
The Chairman reported on a meeting held with Tonbridge & Malling Borough Council regarding pollution in the village. However, after discussion the result was that pollution made no difference to future planning.
15/084 – Nothing further had been heard from Seimens
15/085 – A quote for repairs to some of the play equipment had still not been received from RSS
15/098 REPORTS FROM COMMITTEES AND REPRESENTATIVES ON OTHER BODIES
Finance & General Purposes – No meeting
Planning – Minutes of last meeting attached. Committee meeting to follow
Wateringbury Sports & Recreational Association – Mike Witts reported that due to the adverse weather James Woolley had been unable to carryout work on the grounds. Cllr Stones agreed to represent the Parish Council on the WSRA Committee
Village Hall – nothing to report
Tonbridge & Malling Area Committee of KALC_- Next meeting would be on Thursday 14th January 2016
Parish Partnership Panel – nothing to report
Kent Community Rail Partnership – nothing to report
Highways & Transportation-Speedwatch – Speedwatch report attached
Allotments – some minor repairs had been carried out to the gate.
Cemetery – nothing to report
Village Warden – John Ibbs had reported that due to the weather the playing fields had been quiet over the past few weeks. He did report that dog fouling was still a problem
15/099 FINANCIAL STATEMENTS AND ACCOUNTS FOR PAYMENT
Agreement of the Financial Statement was proposed by Cllr Mrs Moreland and seconded by Cllr Stones. All cheques were signed.
15/100 PUBLIC DISCUSSION
Mr Michael Williams asked the Parish Council to put forward the Field at the corner of Fields Lane as a Community Asset. He stressed this area, with views over the Medway Valley, should be preserved as a green wedge between the parishes of Wateringbury & Teston. The Parish Council agreed to put this forward to Tonbridge & Malling Borough Council
There being no further business the Chairman closed the meeting at 8.50pm
